It's a question, not a statement. At least on the surface of it. If you have a story without a moral, or no melody for a song, will it fly high or go in circles? Preston suggests it won't fly high. Or a dance where all you do is let music move while you stay in one place with your so-called dance because it has no steps, so he's stating absurdity and asking if it will go places. Obviously it will not go anywhere decent, not high like a bird, just in circles.
